Enter Emily Hegland, a UW-Madison sophomore and the epitome of the frugal fashionista. Dressed in a full, high-waisted skirt with patterned tights and combat boots, Emily proves that it doesn’t have to cost an arm and a leg to look cute. Her secret? Thrift stores.
